Sutter Health Technical Security Project Manager - Bay in Emeryville, California

The Technical Security Project Manager (TSPM) ensures that technical security design standards are effectively integrated into all capital improvement projects, including new construction, facility expansion, renovations and retrofitting. The TSPM ensures standardization of capabilities across the system and identifies opportunities to leverage purchasing power through active vendor and contract management. The TSPM integrates with Facility & Property Services (FPS) Project Leads at the earliest phases of design, meets milestones as established by the FPS/PM, and remains immersed in project delivery activities up to and through commissioning, at which point technical security integration is operationalized and owned by the affiliate security manager.

The TSPM facilitates project(s) at affiliate, regional, and operating unit levels to achieve and sustain a technical security operational readiness rate of >98% for all related devices and systems.. The TSPM also partners with key stakeholders to achieve all aspects of published Facility Security Plans and Sutter Health's Maintenance Records Policy. Additionally, under the direction/guidance of the Director Protective Services (Integration), the TSPM contributes to Protective Services risk assessments, investigations, root cause analysis, crime prevention through environmental design, capital business plan development, program/initiative rollouts, and new equipment training for security team members.

Education

Associate's Security, Project Management, Business or related field required Or equivalent education/experience.

Bachelor's preferred.

Licensure

Security technology training and certifications Preferred

Experience

6-9 years Project management experience on significant construction projects with demonstrated expertise integrating CCTV, recording technologies, access control devices, alarms, monitors, and all associated programming to result in the delivery of coherent technical security solutions that are synchronized with staffing and process solutions and aligned with fire/life safety requirements and building use case/core mission requirements required.

6-9 years Experience fielding or operating security technology platforms (such as access control; video management systems; CAD/RMS; alarms and intrusion detection systems; et al) in a coherent and sustainable way to minimize risks and maximize efficiency required.

3-5 years Experience optimizing programs through continuous improvement to effectively align people (staffing), processes, and technology Required

3-5 years Broad-based management experience with demonstrated success managing multiple projects, to include managing a project portfolio (multiple projects or programs) with virtual team members required.

3-5 years Demonstrated strong interpersonal skills with the ability to collaborate effectively with multiple/diverse functional areas, work toward consensus, and in the absence of consensus collegially influence others to achieve outcomes that are in the organization’s best interests required.

3-5 years Experience developing viable and compelling Business Plans that result in allocation of capital resources, to include continuous follow-through to measure and improve ROI preferred.

3-5 years Experience in healthcare with knowledge of existing and emerging risk factors and mitigating strategies preferred.

3-5 years Experience on projects including medical office buildings, acute care general hospitals, outpatient surgery centers and psychiatric hospitals from programming through facility activation desired preferred.

Skills and Knowledge

Must be familiar with construction building codes and regulations, approval processes, construction means and methods, construction processes and procedures, and contract implementation.

Extensive knowledge of security management principles, design standards, work order management, access control systems administration, information technology, integrated operations centers, video management systems, inventory controls, and general application principles of other security technologies

Must be familiar with the State of California building approval processes including OSHPD, the State Fire Marshall and municipal discretionary approvals, as well as TJC regulation.

Must have expertise in project management techniques and software.

Excellent verbal and written communication skills as well as team skills to ensure appropriate communications and coordination across project delivery team, affiliate and vendors.

Strong client relationship management skills to maintain positive relations between Protective Services, FPS, and affiliate team members and leadership.

Experience in project management from design through final completion on significant construction projects is required.

Familiarity with project management software and other programs such as Microsoft Word, Access and Excel is preferred.
