Sutter Health Point of Care Testing Manager - Clinical Lab - Palo Alto in Palo Alto, California
Responsible for all POCT in all locations within the PAMF organization. Provides laboratory technical knowledge and support to clinic management, staff and medical directors including enforcement of Federal and State regulatory compliance. Consults with Laboratory Medical Director and Lab senior leadership to promote successful strategies. Provides system-wide oversight for POCT in the areas of quality and compliance. Provides technical management of the instrumentation and testing platforms within the POCT program.
Oversee all Point of Care testing (POCT) at all PAMF testing locations by assisting clinical areas in obtaining and implementing Clinical Laboratory Improvement Amendments (CLIA), Certificate of Waiver (COW) or Provider Performed Microscopy Procedures (PPMP). Acts as a resource for all POCT questions or issues. Oversee projects assigned. Ensure adherence to quality standards and achieve project deliverables. Performs periodic audits of sites performing POCT to ensure compliance to all POCT requirements.
Communicate with POCT users, steering committee and other stakeholders on a regular basis. Develop strong working relationship with physicians and senior administration across PAMF. Interact and collaborate with all clinical staff, and patients to ensure excellent patient care. Chairs Laboratory POCT Steering committee to ensure an effective program through PAMF.
Establish procedures for all POCT according to Clinical and Laboratory Standards Institute (CLSI) guidelines, in conjunction with the Laboratory Medical Director and Quality Assurance/Compliance requirements. Documentation includes, but is not limited to: method validation, competency, testing procedures, Quality Control (QC), and Quality Assurance (QA) procedures, proficiency testing, instrument maintenance, patient test result log-sheets, and other documentation as appropriate. Assembling project teams, assigning individual responsibilities, identifying resources needed and developing schedules to ensure completion of project.
Supervises POCT staff of 1-5 employees. Provides ongoing POCT support for users and direct reports. Act as a coach or mentor for teams. Act as a champion for new ideas and innovations. Implement and standardize testing kits for POCT areas. Participates in various PAMF committees to provide POCT support and ensure compliance to POCT policies.
Maintain an active database that tracks compliance of all POCT sites, ensuring all 9 elements are kept up to date and valid, using a red/green visual color coding system. Maintain an active database that tracks all testing locations California state and CLIA licenses, and expiration dates. Ensures that all testing locations maintain appropriate licensure, and that licenses do not expire.
Maintain current knowledge of accreditation and licensing agencies, and relevant state and federal laws. Implement required changes. Bring to the attention of laboratory medical directors and the POCT committee testing locations that are not in compliance, and recommend follow up plans of action to be taken.
Assure that the laboratory and clinical department director reviews and documents all procedure manuals annually and any new procedure prior to implementation of procedure. Review all equipment maintenance, calibration and QC as required.

Required: Bachelor of Science degree in Medical Technology or related field Or equivalent education/experience.
Clinical Lab Scientist License - CLS-L
Minimum 3-5 years clinical laboratory experience required.
Prior leadership, project management, and/or supervisory experience helpful.
