Provides overall strategic direction and management of the infrastructure associated with providing care to patients in risk based programs; including full risk (commercial capitated, Sutter Health Plus, Medicare Advantage), shared savings, and pay for performance arrangements. This includes oversight of programs in ambulatory care management, inpatient care management, transitions of care, disease management, managed care claims payments/administration, Sutter Community Connect, AIM, PACE, and other programs. Responsible for ensuring delivery of clinical outcomes, while managing utilization, to ensure overall performance in Sutter’s managed care contracts.

Delivers operational excellence, understands the entire population health portfolio, rationalizes programs and identify and build additional required infrastructure. Provides strategic influence and thought leadership to influence further incentive and structural alignment in Sutter’s dual model of traditional fee-for-service and managed care business.

Qualifications

Education:

  • Must be a Board Certified MD

  • Current California licensure or eligible for a California Medical license without restriction

  • Master’s degree in Health related field is desired

Experience/Knowledge/Skills:

  • Prior medical practice experience required

  • 3 or more years’ experience in population health management required

  • Experience in a risk bearing organization required

  • Experience with government or commercial payer programs required

  • Direct responsibility for supervising others in a large, complex organization required

  • Prior experience demonstrating effective organizational performance improvement skills, in-depth working knowledge of integrated healthcare organization and administration, agency standards/compliance, and laws applicable to healthcare operations is required

  • Solid experience integrating various components and support systems of healthcare into a functional continuum of care

  • Proven experience demonstrating effective/proactive employee relations philosophy required

  • In-depth working knowledge of healthcare administration, operations and departments, with a strong emphasis on and understanding of financial management, strategic planning, physician relations, patient care, quality assessment and improvement, risk management and human resource management

  • Solid working knowledge of applicable laws, operating and legal guidelines, and requirements of accrediting bodies

  • Up to date on national, state and local issues impacting healthcare and own operations

  • Firm understanding of the trends and issues affecting the healthcare industry, including managed care, clinical integration and quality outcomes

  • Effective understanding of other disciplines outside own area of professional expertise including business planning, clinical, human resources and information technology

  • Proven understanding of leadership including setting and communication vision, decisiveness, leading change and supporting larger organization success

  • Understanding of and experience with Lean or other process improvement philosophies and methodologies desired

  • Well developed and engaging interpersonal and communication skills (written, verbal and presentation/public speaking)

  • Demonstrated skills in leadership, conflict identification and resolution, group problem solving and group process as well as organization and prioritization

  • Effective team leader and team member, with a bias toward timely and appropriate action in a complex matrixed environment

  • Established commitment to customer service excellence, with emphasis on continuous quality impro vement
