The Director, Project Management (PM) directs a professional staff that, in conjunction with real estate services and the Director, Planning and Design (PD), analyzes, plans for and develops the effective utilization of the physical assets owned and/or managed by Sutter Health and its affiliates. The Director leads the implementation of capital projects from the late stages of design through permitting, construction and occupancy. With support from the Director of PD, the incumbent leads system-wide SB 1953 compliance efforts and initiatives of behalf of all system affiliates. The Director ensures affiliate satisfaction and effective processes to steward corporate resources.

For the construction and occupant phase of capital projects, the Director manages and directs a professional staff of Project Managers and Project Control Technicians who function as staff consultants and affiliate advocates in reaching Business Plan objectives. The Director manages employee performance and provides developmental feedback and learning opportunities, helping PMs develop alternatives and plan for contingencies. The Director oversees the selection, coordination and review of various external consultants. The incumbent assigns FPD resources and ensures integration with other Sutter Health departments to effectively analyze, plan and develop physical assets. The Director has primary responsibility for the development and implementation of project management processes and policies necessary to monitor and control cost, quality and system standardization during affiliate capital construction projects. The Director acts as a liaison building effective relationships across Sutter and with Affiliate organizations, as well as with regulatory agencies and vendors. Participates in various technical and professional organizations and regulatory committees as appropriate to best position Sutter Health.

Qualifications

Education

Bachelors of Architecture, Engineering or Construction Management or related field, or the equivalent professional experience in the construction of hospitals and medical clinics. Masters degree preferred.

Experience

A minimum of 10 years project management experience and progressive responsibility in developing and delivering health care facilities. Has experience in three (3) of the following categories: Medical Office Buildings, Acute Care, General Hospitals, Out Patient Surgery Centers and Psychiatric Hospitals. Must have been in responsible charge of the design of major projects (over $20 million construction cost). Experience in directly negotiating and managing vendor contracts required. Must have significant management experience in uniting a team of in house and outside project management and construction professionals.

Knowledge

In-depth knowledge of health care design and construction, building codes and regulations, space programming and allocation, cost analysis and contract negotiation. Excellent working knowledge of project coordination/management, budgeting and scheduling concepts and procedures is required, as well as the process of project planning, design and construction. Knowledge includes the understanding of the facility design on staff performance and efficiencies that support the business goals of the institution, as well as current trends in healthcare facility development and facility designs impacting patient care and operating efficiency. Must be knowledgeable of the State of California building approval processes including OSHPD, the State Fire Marshall, and municipal discretionary approvals, as well as JCAHO regulation.

Special Skills/Equipment

Excellent verbal and written communication skills, solid interpersonal and conflict resolution abilities and work group facilitation skills. Must demonstrate human resource management skills including the ability to attract, retain, motivate, develop and manage performance of staff. Demonstrated negotiation skills balancing attention to details with an ability to operate strategically. Must exhibit leadership skills and the ability to initiate and maintain clear communications. Demonstrated ability to lead teams, delegate tasks, manage and balance multiple interests, and resolve conflicts. Consultative skills to gather needs and translate requests into potential solutions. Strong client relationship management skills to maintain positive relations between FPD and affiliate leadership. Familiarity with computer software programs such as Microsoft Word, Project and Excel is preferred.
